Public sector and private sector
From 2025, a new era of digital accessibility begins for both the public and private sectors.
The accessibility regulations for websites and mobile applications of public sector bodies, public administrations, and privately-owned companies receiving public funding require them to:
- Comply with UNE-EN 301549 on accessibility.
- Publish an updated accessibility statement.
- Establish feedback and complaint mechanisms that allow users to report access difficulties.


In the private sector, from June 2025, it will be mandatory to comply with the accessibility requirements for products and services as set out in the European Accessibility Act (EAA), which extends both digital and physical accessibility to a wide range of products and services.
This regulation applies not only to technology companies, but also to providers of banking, e-commerce, digital reading, and other essential services offered to the public.
From 2025, digital transformation will be legally required to be accessible for the vast majority of private companies, with the current exception of micro-SMEs.
